Following the 2024 presidential election, the Democratic National Committee (DNC) finds itself grappling with significant financial challenges, having allocated over $15 million in the “first six months of 2025” to settle expenses from Vice President Kamala Harris’s presidential campaign, as reported by Axios. This substantial expenditure has sparked tensions within the party, with Democrats reportedly beginning to “point fingers at each other” over the handling of campaign funds.
The financial contrast between the DNC and the Republican National Committee (RNC) is stark. Politico noted that by the end of June 2025, the RNC had $80 million “on hand,” while the DNC’s reserves dwindled to just $15 million.
The DNC’s ongoing payments for Harris’s campaign have fueled frustration, particularly as Democrats push for Harris and her team to “hold more fundraisers and call more donors” to replenish the party’s coffers, according to Axios.
Criticism has mounted over the Harris campaign’s spending, which reached an unprecedented $1.5 billion during her 15-week campaign, yet failed to secure any of the seven swing states.
“Some donors and senior Democrats are angry that Harris’ campaign spent an unprecedented $1.5 billion during her 15-week run and still lost all seven swing states,” Axios reported. This has led to reluctance among some donors to contribute further as the DNC shifts focus to the 2026 midterms.
A “private agreement” between the Harris campaign and the DNC, as detailed by four sources “with knowledge” to the New York Times, reveals a strategic arrangement. Under this deal, the DNC agreed to “pick up the tab for any outstanding 2024 bills, allowing Ms. Harris to claim she did not end the race in debt.”
In exchange, Harris committed to raising funds to cover these costs, ensuring the party’s financial stability as it navigates the political landscape of a second Trump administration. The New York Times further noted that this agreement was “corroborated through Federal Election Commission disclosures.”
However, transparency concerns have emerged. The Harris campaign sent nearly 100 email solicitations to small donors on behalf of the DNC in 2025, without disclosing that the funds were primarily used to settle campaign debts.

“The emails did not disclose that funds raised from those emails were essentially earmarked for leftover bills,” The New York Times reported. Convincing donors to fund debt repayment is often a challenging task, adding to the DNC’s fundraising hurdles.
Federal records indicate the DNC has covered approximately $20.5 million in “post-election bills” for Harris’s campaign, per The New York Times.
