In a decisive move to champion fairness in women’s athletics, President Donald Trump has directed the Department of Homeland Security to craft policies that bar male international athletes from competing in the U.S. against women, as exclusively reported by The Daily Wire.
Starting Monday, U.S. Citizenship and Immigration Services (USCIS) will introduce new guidelines in line with Trump’s Keeping Men Out of Women’s Sports executive order. These measures ensure that petitions and applications for athletes are reserved solely for biological females, prioritizing equity in women’s sports.
“Men do not belong in women’s sports,” USCIS spokesman Matthew Tragesser said to The Daily Wire. “USCIS is closing the loophole for foreign male athletes whose only chance at winning elite sports is to change their gender identity and leverage their biological advantages against women.”
Tragesser highlighted the administration’s stance, saying, “It’s a matter of safety, fairness, respect, and truth that only biological female athletes receive a visa to come to the U.S. to participate in women’s sports. The Trump administration is standing up for the silent majority who have long been victims of leftist policies that defy common sense.”
Visa Category Reforms
The revised USCIS guidelines will update visa categories, including “O-1A aliens of extraordinary ability,” “E11 aliens of extraordinary ability,” “E21 aliens of exceptional ability,” and “national interest waivers (NIWs).”
For male athletes identifying as transgender women who seek to compete in women’s sports, USCIS will view prior competition against women as a negative factor when assessing whether they are among “the small percentage at the very top of the field.”
Moreover, male athletes who have “gained acclaim in men’s sports and seek to compete in women’s sports” will not be recognized as pursuing their established area of extraordinary ability.
USCIS also stated that male athletes aiming to compete in women’s sports “do not substantially benefit the United States,” and granting them waivers from job offer or labor certification requirements is not in the nation’s interest.
Executive Order as Catalyst
This policy is a key part of USCIS’s efforts to preserve opportunities for female athletes. Per what a USCIS spokesman said to The Daily Wire, the initiative was sparked by Trump’s February executive order, which mandated the withdrawal of funds from “educational programs that deprive women and girls of fair athletic opportunities.”
The order labeled male participation in women’s sports as “demeaning, unfair, and dangerous to women and girls, and denies women and girls the equal opportunity to participate and excel in competitive sports.” The executive order further affirmed, “It shall also be the policy of the United States to oppose male competitive participation in women’s sports more broadly, as a matter of safety, fairness, dignity, and truth.”
Olympic Implications
With the United States hosting the 2028 Summer Olympics, this policy carries significant weight. In July, the U.S. Olympic and Paralympic Committee aligned its rules with Trump’s order, banning men from competing against women—a huge win for conservative advocates and the administration. The 2026 Winter Olympics, by contrast, will take place in Italy.
By taking this stand, the Trump administration is ensuring that female athletes can compete on a fair and equal stage, free from the challenges of biological males entering their categories.
